Abstract | 报告分析了我国目前地质灾害的严重形势,指出了现阶段我国对于工程地质灾害在工程设计和科学认知方面的不足,并从保持经济高速发展、顺利实施西部开发战略、保障国计民生以及维护社会安定和谐发展出发,分析了建立科学的防灾体系、发展地质灾害预测理论和数值分析方法的国家重大需求和重要意义,进而提出了本项目的立项依据、研究目标和研究内容,给出了详细的研究方案并进行了可行性分析。报告凝练了项目的关键科学问题和总体目标,结合不同研究团队的优势,细致的规划了各研究团队未来5年的研究任务。 Serious situation of geological disaster in our country is analyzed in this report, Deficiencies in current domestic engineering design and scientific cognition for engineering disasters are pointed out. National demands and significance for the development of prediction theories and numerical analysis methods on geologic disasters, as well as the establishment of the scientific disaster prevention system are analyzed in view of the maintenance of the high speed development of the economy, implementation of western development strategy, guarantee of national interest and people's livelihood, safeguard of social stability. Project approval is proposed with research objectives and contents. Research programme is elaborated and the feasibility analysis is made. Key scientific problem and global objectives of the project are condensed, research tasks for the research teams in the next 5 years are carefully scheduled considering the advantages of different departments and disciplines. |
